LISBON — The village is hoping to be awarded a grant to help fund a portion of the $4.2 million project to get a new water tower.

The need for a larger water tower has been on the village’s radar for at least 20 years, Mayor Peter Wilson said.

In June the village was awarded a $3.2 million grant and loan from the Ohio Environmental Protection Agency.

Lisbon Utility Superintendent Chris Peterson said the project qualified for $1.63 million in principal forgiveness through the OEPA Water Supply Revolving Loan Account (WSRLA) and $1.63 million in an interest free loan.

The village now has to come up with $750,000 in funding to cover the rest of the project, he said.

During the recent village council meeting, council approved a resolution to seek $250,000 in funding through the Appalachian Regional Commission in the form of a grant.

Peterson said the project is in the preliminary design phase and consists of the construction of an elevated 500,000-gallon water storage tank that would replace the existing 300,000-gallon stand pipe tank on state Route 45 across from Huntington Bank.

The village also has an in-ground reservoir along Steubenville Pike that holds 300,000 gallons of water.

In addition to the new storage tank, the project will involve a new booster station and a line extension, Peterson said.

“I’m just glad to see the project moving forward. I think it will benefit a lot of the residents,” he said.

Wilson said the existing water tower is too small to accommodate the increased consumption in the northern part of the village especially.

As a result, the water pressure in that area has decreased.

“The idea is to better water pressure for people on the northern part of the village and those who live in Center Township,” Wilson said.

In addition to seeking grant funding the village has enacted two rate increases over the last few years to help cover the cost.

One of the increases was implemented after a rate study conducted by the Rural Communities Assistance Partnership (RCAP), Peterson said.

He added that the village also enacts a 3 percent rate increase each year based on the cost of living.

Also approved during the recent council meeting was:

— The hiring of Alan Shaffer as a full-time police officer. With his hiring, the department is only in need of one more full-time officer.

— Tabled a decision on resealing the Village Hall parking lot to allow for additional estimates.

— A request from the Street Department to purchase two iron plates for $1,800 to repair the Grant Street Bridge.

— A request from the fire department to spend $736.26 to repair the exhaust system on a truck.

— Setting trick or treat hours from 5-7 p.m. Oct. 31.

The next meeting was set for Oct. 11.
